Documents issued from a foreign authority (which did not adhere to the Hague Convention of October 5, 1961) and which are to produce effects in Romania, will have to be signed successively by:

• The Ministry of Foreign Affairs of the country of origin of the act.

• The accredited Romanian embassy in that state or the accredited foreign embassy in our country.

• Ministry of Foreign Affairs of Romania, Consular Department, Document Legalization Office.

Documents issued by a foreign diplomatic mission accredited in Bucharest, which are to be used in front of a Romanian authority can be legalized by the Ministry of Foreign Affairs of Romania.
